ABSTRACT 
To achieve the goal of carbon emission reduction, a number of countries have implemented the carbon tax policies. This paper simultaneously considers the interaction between an individual enterprise and the government for the implementation of carbon tax policies: an increasing rate of carbon taxes over time or different levels of carbon taxes depending on the carbon emission. We discuss how different carbon tax policies can impact the enterprises’ business strategies of the investment in the new technology, of the reduction in the production quantity to decrease the carbon emission, or of simply paying carbon taxes for the compensation of the carbon emission. Our results numerically demonstrate that an inappropriate carbon tax level indeed results in an ineffective consequence that enterprises only pay carbon taxes for compensation of carbon emission rather than making any attempts to reduce carbon emission.
